New Haven has a new police chief who stepped into a flurry of violence in the Elm city. Eleven homicides since the start of this year – 17 since October – and residents are wondering why. Unlike past spurts of violence in Connecticut, these killings largely aren’t tied to gangs.  It's people with violent backgrounds, settling scores in violent ways. WNPR’s Diane Orson joins us – and we’ll hear a conversation she had with the city’s new police chief.
