After further examination, the problem was shown to be a bit overstated.

Nonetheless, it's prompted action by the Secretary of the State's office. Susan Bysiewicz spends most of her time worrying about LIVE voters, and trying to boost participation. This summer, her office is reaching out to the growing Latin American population, and she's working on a bill to let 17 year-olds vote in primaries if they'll be 18 by the general election.
