Last week, President Bush announced that 8000 troops would be leaving iraq by early next year - the administration credits the "surge" of troops that they say has led to stability in the country - and they praise the Iraqi forces for being, in the president's words: "increasingly capable of leading and winning the fight."  

Scott Bates is Vice President and Senior Fellow of the Center for National Policy - he's just returned from iraq - where he's working with local political leaders.  He's also the police commissioner in Stonington.
