Hartford Police Chief Daryl Roberts: Photo by Chion WolfWhen an elderly man was struck by a hit and run driver on a Hartford street the images were captured by police cameras and prompted a global reaction.
24-hour news channels re-played the frightening video of Angel Arce Torres, lying in the street, paralyzed from the neck down, as bystanders milled nearby. But why wasn't anyone approaching this man in crisis? Why did cars continue to drive by?
The incident sparked an immediate, angry reaction from the city's Police Chief, Daryl Roberts, who accused the city of having a "toxic relationship" with itself. His comments were prompted by more than just this incident, though. There was a recent brutal mugging of a former city official and a continuation of gun violence on the streets.

Today, where we live - we'll ask another question: "What exactly should we do?"
We'll talk to chief Daryl Roberts, a city official, and an expert in emergency response to find out how we should react when we see something bad happen in our community.
We'd like you to join the conversation: Do you know what to do in a situation like this? Do you know what civic officials expect of you?

Hartford Hit and Run: What Would You Do?
In relation to the yellow information, no doubt that this was a truly shocking and disappointing act of irresponsibility from the mass media, considering the endless re-play of the incident. Not counting the lack of sympathy to the victim’s family. Talk about being heart-less and careless. It seems to me that those making profit out of the incident and the criminals are in equal stand as far as I’m concerned. Detaching ourselves from emotions, it seems to me that "the animals" of Hartford, as the citizens of the city are referred to, placed several calls to 911. Not sure if there is an underlying propaganda against Hartford citizens and taxpayers. Whether there was an immediate response from proper authorities is to be considered as well. Hartford Tax payers should be deeply offended by such stereotypes and name calling - there are many "animals" out there but not necessary from our town. I feel that this incident is part of the general feeling of mistrust and careless behavior not only from the citizens who have to live in that part of the city but also from government officials who are supposed to care about the city as a complete entity as well.
What concerns me is the lack of action to from Eddie Perez to implement a clear change in at-risk neighborhoods and protect/keep "good neighborhoods". It feels like the police department is constantly patching holes in the city instead of protecting the entire spectrum of citizens.
What happened was truly sad not only from the victim's perspective but also from all of the media who insisted on reporting the negative and unclear data. Why wasn't there an update with clarification? Clearly we are not in Cheshire, Avon or West Hartford but still we are tax payers as well who have voting power and buying power that can certainly make a change.
Good Day
The people standing their
The people standing their could have done a better job of helping. No doubt. But the worst part in my opinion is the two cars that started the whole mess. They knew what they did and they drove off as fast as they could. I hope they are caught soon.
Well, for starters I
Well, for starters I would've redirected traffic around the injured man to make sure he wasnt hit again. I would've called 911, held his hand and reassured him help was on the way. I am no longer certified in CPR or first aid so there isnt much else I could've done to help him aside from comfort him in his time of need.
Hartford Hit and Run
What simply amazies me is that people are shocked by the actions of our citizens. What happened in Hartford is horrific but by the same token people who live here know that the people of the great State of Connecticut are some of the most self centered unattached individuals around. God forbid one HUMAN being stop and take a moment out of their time to help that man hit by the car. My second thought is, lets ask the question of why the ANIMALS that were driving down the street that day, ON THE WRONG SIDE OF THE SREET, that hit the man and then didn't stop. These people need to be found and taken down to the bayou chained to a stump and left for the gators, mosquitos and snakes. Does this sound a little harsh, I THINK NOT! We as humans have the ability to make right and wrong decisions and the trash that has taken over our city and streets of Connecticut need to be treated with the same disregaurd as they treat our fellow neighbors. For all the religous people out there that think I'm a little off with my opinion, I feel sorry for you because it will be you that will make the most noise when it comes to bringing these pigs to justice and their family members calling for forgiveness because they're just misunderstood, HA! As for the police get them out of their cars and back to walking a beat, less cars means MORE police. Unless there's a construction zone that needs to be watched, again HA! To quote a caller of this mornings show, "This is truely the wild west here in Hartford".
Hartford Hit and Run
Chief Roberts,
Greetings! As a resident of Hartford, CT, I, too, was appalled and speechless while viewing the tape of the now infamous, Hartford Hit & Run. I could not believe what I just saw. But most of all, I was embarassed and ashamed for the manner in which a human bring was run over and the driver decided it was in his best interest to take off. It was, quite frankly, reprehensible. Once the video made it into the internet and made its way worldwide, forget it, Hartford had its blackeye. Reports started overflowing on how no action was taken, and people were content to go on like nothing had happened. It wasn't until a few days later that a report surfaced stating four (4) calls to 911 were made within 1 minute of the incident. Why haven't the varied assortment of news media reported this? Everyone around the world is assuming that that initial report was correct. Why hasn't a retraction, or at the very least, a correction, been issued?
Several days after this incident, a $10,000 reward leading to the arrest and conviction of the people who carried this and other incidents was announced.
Why haven't these individual(s) been captured yet? Are the police doing everything in their power to capture this/these individual(s)?
Are the authorities, and when I say authorities I mean you, Chief Roberts, are you hoping Hartford residents forget that this incident occurred? Well, we are not. I am certainly not.
I, heretofore, demand that police and/or FBI use all resources available to bring these individuals to justice. It must take priority. I keep reading the paper, combing the internet, and watching the news in hopes of a breakthrough in the case. I want you to put me at ease and reassure me that everything is being done to hold these criminals accountable for the crime they have committed, not only against Mr. Arce Torres, but against the City of Hartford, and its law-abiding, hard working citizens.
One last note, sir - I live on Allendale Rd, Hartford, CT. One of the last good streets in Frog Hollow. You may want to send a couple of patrol cars as it appears cliques from surrounding streets are starting to move in. I, and my neighbors, would really appreciate it.
Use the crosswalks...they help...
To whomever...
After watching the clip of the old man getting hit, the first thing that came to my mind was.. good. It may seem harsh to say that, but he took a big chance walking into traffic were the CARS DRIVE by.If you jump into a lions den, with a lion, I bet it's going to bite you. Now if he was walking in the cross walk when traffic was stopped then got hit by a car, well, then that would be disturbing. Now, don't criticize people for not helping the man when our great state would allow a lawsuits against these same people if they did help. I haven't seen any arrests made yet, but I bet that there's gonna be a lawsuit against the police department because they didn't drop everything to find someone who hit a stupid old man who couldn't wait for a light to change, and walk in the crosswalk. (hint hint..thats what they're there for..go figure) I'm sure I offended someone so I'll stop before they try to get rich off of me.
