Carol Graham is a Professor in Public Policy Studies at the University of Maryland.  She recieved her Ph.D from Oxford University and serves as a Senior Fellow and Charles Robinson Chair in Foreign Policy Studies at The Brookings Institution, where her work focuses on poverty, inequality, public health, and novel measures of well-being.
