The declaration, which was signed by 18 states, urged Congress and the Presidential candidates to develop policies that engage all sectors of the economy. And to build on the state’s experiences. Kansas Governor Kathleen Sebelius says nothing is going on at the federal level,
"What we desperately need is clear federal policy and a set of rules that can allow out utility executives. Our legislatures. Our business community to make smart and strategic decisions . So absent those rules the states have really stepped up."
Besides Governors Kathleen Sebelius, Jodi Rell, Jon Corzine. and Arnold Schwarzenegger Quebec Premier Jean Charest was there. He said climate change is an issue that transcends borders and national sovereignty.
The conference may have inspired some progress in Connecticut. Governor Rell, lawmakers and environmentalists have come to a compromise on a global warming bill. They have agreed to a mandatory, enforceable limit on greenhouse gas remissions beginning in 2020.
