Last night, as temperatures dipped below zero, shelters throughout the state were ready to get the homeless population out of the bitter cold. Earlier in the week Governor Rell urged city officials across the state to open homeless shelters as soon as possible, and assured the state there was enough space indoors for every homeless person.
