This morning, the General Assembly had planned to convene a special session to vote on yet another version of a new two year budget. The state has been without a tax and spending plan since July first. But the session was scrapped on the news yesterday that Governor Jodi Rell was willing to concede one of the major sticking points between her office and the democratic led general assembly – a tax hike on the state’s wealthiest residents.  The Governor spoke with Ray Hardman early this morning.
