The US Second District Court of Appeals heard oral arguments Wednesday challenging a judge's ruling from earlier this summer that Connecticut's campaign finance law is unconstitutional.  At issue is whether the threshold that candidates must reach to receive public funding favors major party candidates, and is thereby unconstitutional.   Ray Hardman spoke with Andrew Schneider, Executive Director of ACLU Connecticut on Morning Edition.
